Based on the Decree of the Minister of Higher Education and Science No. 182/1964 dated December 19, 1964, IKIP Surabaya officially established. In 1964, IKIP Surabaya had five faculties, namely (1) Faculty of Education (FIP), (2) Faculty of Teacher Training Social Sciences (FKIS), Faculty of Teacher Training in Arts Literature (FKSS), (4) Faculty of Teacher Training of Exact Sciences (FKIE), and (5) Faculty of Teacher Training (FKIT). One of the majors in FKIS was the Moral Education of Pancasila (PMP) which began to accept students in 1979. The first Chairperson of the PMP Department was Mr. Drs. Bachroen who served until 1983. Furthermore, based on Government Regulation R.I. Number 27/1981, FKIS changed to the Faculty of Social Sciences Education (FPIPS). Faculty in Surabaya Teacher Training and Education Institute. The PMP-KN major has 2 study programs namely S1 PPKN and D3 State Administration Study Program. At this time FPIPS changed to the Faculty of Social Sciences (FIS). PMP-KN majors continue to develop. PMP-KN majors consist of 4 study programs, namely: (1) PPKN S1 Study Program, (2) State Administration D3 Study Program, (3) State Administration S1 Study Program, and (4) S1 Law Study Program. However, with the issuance of the Decree of the Rector of UNESA No: 500/UN38/HK/PP/2015 dated October 1, 2015 concerning "Changes to the Name of the Faculty of Social Sciences to the Faculty of Social and Legal Sciences", the formation of the name of the Faculty from FIS to FISH. Changes in the name of the faculty were also followed by changes in the new governance at Fish, namely the formation of new majors at Fish as stated in the Rector of UNESA Decree No. 178/UN38/HK/KL/2016 concerning "Structuring and Determination of Departments and Study Programs in the Surabaya State University, February 3, 2016. One of the contents of the decision is" Arrangement of Department and Study Programs in the Surabaya State University is carried out through institutional analysis in accordance with statutory regulations. In the Appendix to the Decree of the Chancellor of Unesa, it is stated that in Fish there are 6 majors namely (1) PMP-KN, (2) Historical Education, (3) Geography Education, (4) Public Administration, (5) Law, and (6) Social Sciences. The Department of Moral Education in Pancasila and State Citizenship (PMP-KN) consists of 1 study program namely Pancasila and Citizenship Education (PPKN). In 2024 the Faculty of Social and Legal Sciences changed to the Faculty of Social and Political Sciences (FISIPOL). This change occurred because of the new S1 Political Study Program, and the birth of a new faculty, the Law Faculty, the Legal Study Program became a stand-alone faculty.S1 PPKN Study Program is committed to educating prospective teachers who have broad insights about Pancasila, citizenship, and national values. Along with the times, the S1 PPKN Unesa study program continues to innovate to meet the demands of education and the needs of the community in producing a nation's generation who have competence in the field of citizenship and science of Pancasila. PPKN UNESA S1 Study Program remains committed to continuing to grow, contribute to the world of education, as well as preparing competent educators and has a high national spirit.
